現在、日本ではデジタルトランスフォーメーション(DX)が様々な分野で進展しており、デジタル技術やAIなどを活用して業務効率を向上させている。しかし、海外と比べて公共行政におけるDXが遅れている、または停滞しているという懸念がある。さらに、オンラインプラットフォームを使用する際のユーザー満足度を増す条件や新しいプラットフォーム導入時の懸念点など、未解明の点が多く存在する。本研究では、2つの人口が大きく異なる地域における行政DXの現状や実態、市民(住民)のオンラインプラットフォームへの態度について調査を行い、構造分析の共分散(SEM)を用いてデジタル市民参加のプラットフォーム導入モデルを構築した。オンラインプラットフォームの潜在的な利用者は性別や年齢で層別化され、20歳以上の男女が調査対象とされた。ウェブベースの調査を通じて、8つの属性と31の質問からなるアンケートが実施された。回答に基づき、因子分析が行われ、その後、パスダイアグラムを描くことで共分散構造分析が行われました。調査結果に基づき、因子分析は分析結果から得られた因子貢献値に基づいてオンラインプラットフォームの導入に影響を与える要因を特定する。さらに、共分散構造分析によって特定された要因間の関係を示すモデルが構築される。最終的に、この研究を通じて、地域の規模がオンラインプラットフォームのユーザー満足度にどのような影響を与えるか、プラットフォーム導入時の懸念点にどのような差異があるかを明らかにし、各地域に適したプラットフォーム導入や行政DXの提案が可能となるでしょう。
Currently, digital transformation (DX) is advancing in various fields in Japan, and
the use of digital technology, AI, etc. is being used to improve operational efficiency, but there
are concerns that DX in public administration is lagging or stagnating compared to overseas
countries. Therefore, the Ministry of Internal Affairs and Communications (MIC) has
formulated the Digital Transformation (DX) Promotion Plan for Local Governments and has
begun to create a new mechanism for citizen participation using digital technology in
decision-making in local governments through collaborative activities between local
governments and companies.
However, there are many unclear points, such as what conditions will increase users’
satisfaction when using online platforms and what are the points of concern when introducing
new platforms, one of the new forms of citizen participation using digital technology.
In this study, we conducted a survey on the current status and actual conditions of
administrative DX and on users’ (residents’) attitudes toward online platforms in two regions
with very different populations and used structural analysis of covariance (SEM) to construct
a model for platform implementation in digital citizen participation. The purpose of this study
is to develop a model of platform adoption in digital citizen participation using structural
analysis of covariance (SEM).
Potential users of the online platform were stratified by gender and age, and men and women
over 20 years old were selected as survey targets. The questionnaire, which consisted of eight
attributes and 31 questions, was administered via a web-based survey. Based on the responses,
a factor analysis was conducted, followed by a covariance structure analysis by drawing path
diagrams.
Based on the results, the factor analysis identifies the factors that influence the
adoption of online platforms based on the factor contribution values obtained from the
analysis results. In addition, a model is constructed by the covariance structure analysis to
show the relationship among the identified factors. Finally, by conducting this research, we
will find out whether the size of the region affects the level of user satisfaction with online
platforms, and whether there are any differences in the points of concern when introducing a
platform. This will make it possible to propose the way of introduction of the platform and
administrative DX that is suited to each region.
