地域クラスターにおけるCSV促進　　　　Promoting CSV (Creating Shared Value) in regional clusters

概要

サステナビリティやESGの重要性が提唱され、企業活動においても重要な要素として扱われる様々な対応がなされてきました。一方で、対応という受け身の姿勢だけではなく積極的に経営・事業戦略へと取り入れる動きも活発です。その流れの中で最も顕著な例はPorterらによるCSV(Creating Shared Value)です。CSVには三つのアプローチが示されていますが、本研究は特に「地域社会にクラスターを形成する」に着目しました。また、先行研究から地域の内発的発展性すなわち地域資源的視点と、企業と他のセクター間で行われる協力関係であるCSVアライアンスを議論の中心に据えて検討しました。このような背景から研究目的をCSVアライアンス構築を考慮したCSV促進理論モデルを提案し、CSVアライアンスにおける管理体制と地域資源の影響を分析することと設定しました。研究のサンプル企業には経済産業省により選定された地域経済の中心的な担い手となりうる事業者である「地域未来牽引企業」を選び、CSVアライアンスに関するアンケート、地域情報,企業の財務情報等を統合して分析しました。分析手法には構成概念や観測変数の性質を調べるために集めた多くの観測変数を同時に分析するための統計的手法である共分散構造分析を用いました。その結果、地域中小企業のアライアンス構築における管理体制のモデル及び地域中小企業のアライアンス構築における地域資源のモデルが構築され以下の提案がなされました。まず、最も重要な点としては地域におけるアライアンス構築であり、アライアンス構築によって自社に足りていない資源の獲得や新事業創出の糸口になると考えられます。また、目標の共有を十分に行ったうえでより迅速な行動を起こすための積極的な行動をとるか、アライアンスの管理体制を整えることで長期間における事業発展を促す行動をとることで社会的価値及び経済的価値の創出につながると考えられます。

The importance of sustainability and ESG (Environmental, Social, and Governance) has been advocated, and various measures have been taken in corporate activities to address these factors. However, there is a growing trend to not only adopt a reactive approach but also actively incorporate them into management and business strategies. One prominent example within this movement is Creating Shared Value (CSV) as proposed by Porter and others. CSV encompasses three approaches, and this study specifically focuses on “forming clusters within the local community.”　Furthermore, building on previous research on endogenous regional development and collaborative relationships between businesses and other sectors (CSV alliances), this study examines the management structure within CSV alliances and the impact of regional resources. Against this background, the research aims to propose a theoretical model for promoting CSV considering the establishment of CSV alliances and analyze the influence of management structures within CSV alliances and regional resources.　The sample companies selected for this study are “Regional Future-Leading Companies,” identified by the Ministry of Economy, Trade, and Industry as businesses that can play a central role in regional economies. The analysis combines surveys on CSV alliances, regional information, and corporate financial information. The statistical technique used for the analysis is structural equation modeling (SEM), which allows for the simultaneous analysis of multiple observed variables collected to examine the constitutive concepts and properties of the observed variables.　As a result, models for the management structure within CSV alliances in regional small and medium-sized enterprises (SMEs) and the influence of regional resources on CSV alliances in regional SMEs were constructed, leading to the following proposals. First and foremost is the importance of alliance building within the region, as it can serve as a starting point for acquiring resources that a company may lack and for creating new business opportunities. Additionally, it is believed that actively taking actions to share goals and promote more rapid actions or establishing a management structure for alliances can lead to long-term business development, resulting in the creation of both social and economic value.
