地域クラスターを考慮したCSVアライアンス構築のためのCSV促進理論モデルの提案　　　　　　　Proposal of a CSV Promotion Theory Model for Building Regional Clusters in CSV Alliances

概要

サステナビリティやESGの重要性が提唱され、企業活動においても重要な要素として扱われる様々な対応がなされてきました。一方で、対応という受け身の姿勢だけではなく積極的に経営・事業戦略へと取り入れる動きも活発です。その流れの中で最も顕著な例はPorterらによるCSV(Creating Shared Value)です。CSVには三つのアプローチが示されていますが、本研究は特に「地域社会にクラスターを形成する」に着目しました。また、先行研究から地域の内発的発展性すなわち地域資源的視点と、企業と他のセクター間で行われる協力関係であるCSVアライアンスを議論の中心に据えて検討しました。このような背景から研究目的をCSVアライアンス構築を考慮したCSV促進理論モデルを提案し、CSVアライアンスにおける管理体制と地域資源の影響を分析することと設定しました。研究のサンプル企業には経済産業省により選定された地域経済の中心的な担い手となりうる事業者である「地域未来牽引企業」を選び、CSVアライアンスに関するアンケート、地域情報,企業の財務情報等を統合して分析しました。分析手法には構成概念や観測変数の性質を調べるために集めた多くの観測変数を同時に分析するための統計的手法である共分散構造分析を用いました。その結果、地域中小企業のアライアンス構築における管理体制のモデル及び地域中小企業のアライアンス構築における地域資源のモデルが構築され以下の提案がなされました。まず、最も重要な点としては地域におけるアライアンス構築であり、アライアンス構築によって自社に足りていない資源の獲得や新事業創出の糸口になると考えられます。また、目標の共有を十分に行ったうえでより迅速な行動を起こすための積極的な行動をとるか、アライアンスの管理体制を整えることで長期間における事業発展を促す行動をとることで社会的価値及び経済的価値の創出につながると考えられます。

The importance of sustainability and ESG (Environmental, Social, and Governance) has been advocated, and various initiatives have been undertaken in corporate activities. In addition to a passive approach, there is a growing trend of actively incorporating sustainability into business strategies and management. The most notable example in this regard is Creating Shared Value (CSV), as proposed by Porter and others. CSV presents three approaches, and this study focuses specifically on “forming clusters in the local community.”Based on previous research, the study examines the intrinsic development of the local community from a resource-based perspective and the collaborative relationships between companies and other sectors, which are central to CSV alliances. Against this backdrop, the research aims to propose a CSV promotion theory model that considers CSV alliance construction and analyze the impact of management systems and regional resources within CSV alliances.Sample companies for the study were selected as “Regional Future-Leading Companies,” which are considered key players in regional economies by the Ministry of Economy, Trade, and Industry. The study integrates surveys on CSV alliances, regional information, and companies’ financial information to perform the analysis. Covariance structure analysis, a statistical method used to simultaneously analyze multiple observed variables collected to examine the nature of the constituent concepts and observed variables, was employed as the analytical technique.As a result, models for the management system in CSV alliance construction among small and medium-sized enterprises (SMEs) and the regional resource model in CSV alliance construction among SMEs were constructed, leading to the following proposals. First and foremost, alliance construction in the local community is of utmost importance, as it enables companies to acquire resources they lack and serves as a starting point for new business creation. Moreover, it is believed that taking proactive actions after sharing goals and establishing a well-structured alliance management system will lead to long-term business development, thereby creating both social and economic value.
